convert 8 bit to 16 bit change something?

Hi to all,
Convert an 8 bit to a 16 bit image type using imagej-->type change raw data image?
or it only expand data between 0 to 2^16-1?
how is remapped 255 8bit in 16 bit? can I claim that it must assume an intensity of 2^16-1?
