You should be able to open this by using "File > Import > Raw...". See
also: http://imagej.net/docs/menus/file.html#raw
You just specify height, width, and bit type (32-bit signed or unsigned
will both work). And check the "Little-endian byte order" box, as it looks
like that's how this data was written out.
