You can associate as follows:
Right click on .tif image and choose properties (last item)
On General tab (in opens with section) choose CHANGE
Click more options
Click 'Look for another app on this PC'
Navigate to your Fiji directory and click on FijiJ-win64.exe
Click OK and OK to save your changes

It should be associate with .tif
