To clarify, Bio-Formats is an extension to ImageJ and not a standalone
application, so you will either have to add it to your ImageJ installation
or use Fiji.

The first link Curtis provided, http://imagej.net/Bio-Formats, has
documentation on all the Bio-Formats plugins. The one you want is
Plugins>Bio-Formats>Bio-Formats Importer.
