Using ImageJ to extract plot data

Hello ImageJer's

I am trying to extract data from a plot that is in a tiff format.  I have
attached a compressed version of the plot for all to see.  The image is
cropped such that the bottom left pixel marks the origin, and the x and y
axes range from 640nm-664nm and (-35)dbm-(-5)dbm; respectively. I was
hoping to be able to set the scale of the image under the analyze>set scale
such that the coordinates of the mouse would represent the values of the
plots corrdinates.  I was able to do this easily for on axis but cannot
seem to figure out how to do it for both.  I tried messing with the aspect
ratio as well but didnt know if that was what I needed to do.  Any help
would be great.
