Rotating and image and ROI at the same time

Hello,

When I add an ROI to my image and then use image > transform > rotate... the image will rotate but not the ROI. The ROI will maintain its same relative position on the image.

If I do edit > selection > rotate... on the ROI it will rotate the ROI around its own axis and not the axis of the image.

Ultimately, what I want to do is create multiple ROIs on the image and have them all maintain their position over the same pixels no matter what angle is used to rotate. I am just doing a simple linear rotation so there should not be any kind of interpolation or other effects to take into account.
