ImageJ does work on OSX El Capitan with Java 1.6. What exactly is the error message? Did you try command-clicking on the ImageJ icon and selecting “Open” from the drop down menu? This is sometimes required when running ImageJ for the first time.

Upgrade to the latest ImageJ daily build (1.50g8) and the JavaScript load() function should work when running Java 8.
