The fully functional testing version of GIMP runs with the MECL backend in 32 bit floating point and can handle just about any image file up to 32 bit now. The stable version runs in 8 bit color depth.
I would use GIMP for anything you have trouble with doing in imageJ regarding specific tasks such as scaling.
If you search gimp 2.9.3 you will find various testing versions uploaded at partha.com, one of the gimp developers. If you are running linux, you can get ppa's for version 2.9.2 with constant improvements coming in. The open source community is really taking off.
