TIA reader not shown in plugins even after restart

Hi all,

Here's my problem:

(1) I downloaded the TIA_reader.jar file from https://imagej.nih.gov/ij/plugins/tia-reader.html 
(2) I moved the file into the Input-Output folder<<plugins<<ImageJ<<Local Disk (C:)
(3) I restarted ImageJ, didn't show up.
(4) Restarted the computer, still didn't show up.
(5) Rinse and repeat.

Anyone have an idea of why the TIA reader still isn't showing up? I'm on Windows by the way.
