Correct. But if you don't know the translation and have to combine the ROIs you can use More > Split to separate the ROIs again.

You don't need to combine the ROIs as long as you know the amount of pixels you would like to translate your ROIs.
You can use the method described by Kees to add all ROIs to the ROI Manager. Once in the list you simply select all and then choose ►More ►Translate... and specify the x and y translation you would like to perform.
this keeps all ROIs separate.
