A user told me:

This it not a problem on a clean install of ImageJ. However, if I install and run “Action bar” (http://imagejdocu.tudor.lu/doku.php?id=plugin:utilities:action_bar:start) the Java 8 version of ImageJ will become “Windows-like”.
