it is not clear to me what you want.

Do you want to read the numbers of the pixel values on the screen?
For a small area, e.g. 5*5, 7*7, etc (up to 21*21) pixels, you can see
this with the Pixel Inspector Tool
   https://imagej.nih.gov/ij/docs/guide/146-19.html#toc-Subsection-19.20

Do you want to export the numbers, for use in a Spreadsheet or so?
Then duplicate the selection, and use File>Save As>Text Image.

Do you want to plot the pixel values as a 3D graph?
Then use Analyze>Surface Plot or the Interactive 3D Surface Plot plugin.
