problem opening sample images.

When I open sample images using File>Open Samples...
the bioformats import menu pops up

when I select ok, the following pops up:

and then then image opens

The following js does something similar, but only the Opener pop-up is seen.
imp = IJ.openImage("http://imagej.nih.gov/ij/images/boats.gif");
imp.show();

I went back to version 1.47, but it still happens there (it has been
happening for a while, but I finally am getting around to asking).
I am running Fiji, so I tried to deselect the bio-formats update site.
but a strange this happened -- no files  were listed to remove, and the
updater offered no changes regardless of whether that site was selected
or not.
