High Sierra, path randomisation and java broken

I’ve trawled through the list but I can’t write come up with the right solution.

My old ImageJ  install stopped working as described by the High Sierra problem so I downloaded the new ImageJ java bundle but now I’ve lost my plugins folder - where does it go?.

Here’s the output from Show Info. I do a lot with NIFTI so really need that nifti_io.jar plugin to work (and no it doesn’t work if I download it again)
