I am unable to reproduce this problem in my Windows 10 VM with up-to-date
Fiji (ImageJ 2.0.0-rc-69/1.52p). Dragging the icon.png file in the
Fiji.app\images folder onto the ImageJ status bar shows the message "<<Drag
and Drop>>" while dragging, and opens the file when the mouse button is
released.
One way to troubleshoot the issue is to turn on the Debug mode in Edit >
Options > Misc... You should then start seeing lots of messages in the
ImageJ Log window while drag-and-dropping.
