I did a quick test of the Jet Brains 8 runtime and it seems to work fine with ImageJ,
however the menu font scaling issue is identical as with the distributed Java 8 version.
I do not have a HDPI screen, I am currently using a laptop with 1920x1080 resolution screen.

I have only spent something like half an hour testing it, but it seems to work fine with both Volume Viewer and the 3D viewer (using Java 3D 1.6.2 from jogamp). I will in the near future do some more demanding stuff (rigid registration of 8-12 GB sized stacks) so I can try it then too. Perhaps measure the time each operation takes to see if there are any speed differences.

BTW, is there some benchmark macro anywhere I can try?

Could someone with Windows 10 and a HiDPI screen please try running ImageJ using the JBRSDK8 runtime?

I believe JetBrains has backported bug-fixes relating to HiDPI displays with this build of the OpenJDK8.

If it works, perhaps we could update ImageJ's bundled version of Java to use it.
