I just stumbled upon what appears to be a bug with the
roiManager("Add") macro command. In my macro, it fails to add ROIs to
the manager if the Manager has not been displayed before launching the
macro. The ROIs are added if the Manager is opened before macro
launch. Also, replacing the command by run("Add to Manager ") solves
the problem, which suggest it is a bug.

PS/ If necessary I can try to extract a minimal proof macro for this
but my macro is rather large so it will require some work... Tell me
if you do not see where the bug is.
