Can ImageJ be used to annotate images

In other words, are there any plugin for making figures for publication? I am thinking of an platform independent, open source photoshop replacement. GIMP is there but hardly specialized for drawing/writing molecular mass markers on SDS-PAGE/WB etc.

I don't know of a plugin but to a limited extent text anotation is possible with ImageJ - use the text toolbar button: click on the button, mark an area on the image, write out the text, Ctrl+D to end. This results in text that is embedded into the image. Double-click text toolbar button to adjust text properties. Lines, arrows, in fact any ROI shape can be drawn similarly.

I don't know of a ImageJ plugin to annotate image, but you can search and refer to a third party to add and create any supportable annotation shape on image at defined postion. Besides, annotation drawn on image can be deleted and removed and even merged and combined on image layer.

Have a look at the plugin FigureJ. An excellent plugin from Jerome Mutterer (CNRS) and Edda Zinck (HTW).
