I don't know of a plugin but to a limited extent text anotation is possible with ImageJ - use the text toolbar button: click on the button, mark an area on the image, write out the text, Ctrl+D to end. This results in text that is embedded into the image. Double-click text toolbar button to adjust text properties. Lines, arrows, in fact any ROI shape can be drawn similarly.
