Change ROI size

Hello,
I want to measure the distribution of  a
protein-RFP in the neighbourhood of the nuclear
menbrane. I can make a ROI of the nucleous
(thanks to a nuclear mark) by the polygon tool
(the nucleous is irregular somehow). In order to
measure if the protein-RFP change its
distribution around the nuclear membrane, I think
that a way could be via ROIs with certain amount
bigger or smaller (a percentage or númber of
pixels) than the ROI of the nucleous. Is this possible by ImageJ?
