I'm not sure what a HighGauss Filter is, but you can compute a Gaussian
filter with Gaussian PSF 3D, which is linked from the page Convolve 3D on my
site:

PSF 3D and choose, for example, 7,7,1 for the height, width, and number of
slices, and enter 1 for all of the other inputs. (You may prefer different
widths for the 5th and 6th inputs.) The resulting Gaussian image can be
saved as a text file (File/Save As/Text Image...) and used as a filter
kernel by pasting it into the window for Process/Filters/Convolve.... There
are a number of other options for convolution, some of which are specific to
32-bit real images.
You can achieve something similar with Process/Filters/Gaussian Blur..., but
you won't have as much contol.
