The ImageJ 1.45f2 daily build fixes a bug that caused Image>Scale and Image>Adjust>Size to throw an exception when there was a selection and "Average when downsizing" was enabled. You can upgrade to the daily build by using the Help>Update ImageJ command and selecting "daily build" from the drop down menu.
