Image zooming bug?

I am not sure about the following; I would be grateful if somebody else could
check this whether it is a bug.
If I create an image that is very "tall" but "narrow" (let's say 200 x 2000)
when I try to zoom it in, the width seems to get locked and I cannot resize
the frame to see the full width of the image.

Since the image is so tall, when created, it is already zoomed down. The
magnifier tool zooms in, but the frame size seems to remain locked.
It seems to happen in java 1.5 and 1.6 (linux) and windows (java 1.5).

ImageJ 1.38c fixes a bug on Mac OS X and Linux, introduced in 1.38a,
that could prevent a window displaying a zoomed image from being
enlarged.

I am using ImageJ 1.38d on a windows machine  and having trouble resizing
the image window !! Is this problem not fixed in windows version ?
