Only 7 tools in the new toolset!

Hello
In the new version I see:
_1.48h 30 November 2013_

  * Replaced the blank "Unused Tool" slot in the toolbar with a 9 pixel gap

So we can use only 7 tools in a toolset?
A lot of old toolsets use 8 tools
How can I increase the number of available tools?

The latest ImageJ daily build (1.48j3) has an expandable toolbar that support toolsets with up to 12 tools.
