Plugin's to compute Pratt's Figure of Merit (FOM)

Hi all,


Pratt's Figure of Merit (FOM) which is described in Digital Image
Processing by Pratt, is often used to compare the performance of edge
detection algorithms.

I was wondering if anyone knew of a plugin to compute the Figure of
Merit between two images? (these are the images of the ideal edge map
and the detected edge map)

Can you explain what is this procedure for those who do not have the book at
hand?
