Problems installing plugins in version 1.47f

Hi everyone, I'm having problems installing plugins in my ImageJ ver. 1.47f, I download it to .jar carpet and to plugins carpet but both doesn't work, the plugins don't appear in the plugins submenu, moreover when I start the software I receive a mesage said that the reader doesn't support the file, can you help me out, because I really need the Cell Counter plugin to my Phd work, thank you so much and regards
