Publish a plugin

Hello,
First of all sorry for another "How to publish a plugin" question, but I tried to contact Wayne but he never replied.
I am thinking about publishing an ImageJ Plugin for analyzing chemotactical processes and have a few questions.
Does anybody know whom I should contact to get my plugin on the ImageJ List?
Are there any special requirements for a plugin to be published on the ImageJ site?

Hello!

I have some images of cells (phase contrast and fluorescence intesity). Now,
i want to do some restoration of homogeneity. Does anybody know which
algorithm, procedure, etc.  is good for doing this. maybe some references,
code, URL, will be also wellcome.

The easiest way is to put it onto the ImageJ Documentation Wiki, and
announce it on this list.
