No absolutely not.
Since you allowed merging events as I could guess from your other email, you can have a track made of several branches, ergo having several spots at the same time frame within the same track.
The case where you have at most one spot per time-point occurs only for linear tracks, when you forbid merging and splitting events.
Think of cell divisions: all the daughters and granddaughters of a cell belong to the same track, and they are all present at any time-point.
