You can get the file. Parse it, or manually get the proxy address and update (manually) the proxy address in ImageJ/Fiji.

In our institute we have an automatic proxy setting setting, in which you
enter the address for the "proxy.pac" file, but do not actually get to see
the proxy URL and the port. I was wondering if someone knows how to get the
automatic update for ImageJ and/or Fiji to work in such a case.
