new 16-bit images filled with black or white: values = 0?

In ImageJ 1.46b, I notice that if I use the File>New menu item to create a new 16-bit image filled with either black or white, in both cases the value of all pixels equals 0. For 8-bit images, I get different values for new images filled with black and with white. The same behavior occurs on Windows 7 and on Mac OSX 10.6.8. Is this the intended behavior?
