Hi Neil,
Maybe I don't understand your question, but I don't see this behavior. In my hands, a replicated selection stays the same size (as verified by Analyze > Measure), unless it extends beyond the edge of the smaller image, in which case it is clipped when you measure it.
Analyze > Tools > ROI Manager is my favorite way to save and replicate selections.
