You could try autotrace
http://autotrace.sourceforge.net/ it takes a
bitmap & vectorises it & allows you to output a dxf, which you can then
scale & tidy up in your cad programme. I've used it with some success.

Does anyone know if a plugin has been written to take allow the user to
create an .iges or STEP file with primitives drawn over the image?
The goal is to take an image of a structure and trace over it with
simple shapes to replicate the geometry in a file that can be read into
a Finite Element Code (e.g., ANSYS, IDEAS, Abaqus). Thanks
