Setting threshold for segmentation for a stack of images.

I want to segment high intensity regions in a stack of MRI images
(pixels that exceed a certain threshold).  Seems easy enough.

Image<Adjust>Threshold>Set  (e.g. Lower Threshold Level 800; Upper
Threshold Level 10000 -- with the intent to identify any region having a
value higher than 800).

No matter what value I put in for the upper threshold, it defaults to
the highest pixel value in the image that is currently displayed.  This
is not appropriate behavior for operations on a stack.  Other slices
invariably will have higher intensity pixels that are then lost in the
segmentation.  I want to be able to enter any value for these thresholds
and have it use these values.  What gives???

Anyone know what's going on?
