Hi Cathy,
After the restart, do you have a menu in Plugins called "LOCI" with
sub-items including "Bio-Formats Importer"? If not, the LOCI plugins are not
installed. If so, try choosing the "Bio-Formats Importer" option and
selecting your OIF file that way. Try choosing the file with extension
".oif" and not one of the files in the ".oif.files" directory.
